Low Interest Loans for Mains Gas Connection in North Wales

What Is the LIEF?
Flintshire County Council has provided a fund that is being administered by Robert Owen Community Banking in association with the local credit union network.
By subsidising these loans the Council hopes to increase the take-up of the current opportunity for gas and external wall insulation in allocated areas of the Flintshire area. Why not request a call back to check if your area is covered under the scheme?
How much can I borrow?
You can borrow up to £5,000 for up to 5 years.
Am I eligible for a Low Interest Loan?
If you can answer yes to all the following questions then you may be eligible to apply for a LIEF loan:
- Is the property you intend to have the installation on within Flintshire?
- Are the rates charged on that property paid to Flintshire County Council?
- Are you the legal owner or co-owner of the property?
- Does the property already have a minimum level of insulation?
- Do you have a quote for the installation?
What Is The Process to Apply?
Once you have registered with Flintshire County Council and received a quote for installation get in touch with us to request an application form. We are unable to send you a form until you have completed these first two steps.
You will need to get some documents such as proof of income and bank statements together, then you will have up to four weeks to return your application to us. Our partners at the local credit union will assist with the assessment and we’ll contact you if successful.
We will send your loan agreement and a standing order form for you to complete. You then have a ten day “cooling off” period from signing your loan agreement in case you want to change your mind. We will pay your installer directly by a BACS payment.
How Does LIEF Compare to The Green Deal?
The Government backed Green Deal scheme ended in 2015. Our low interest loans are a better deal for home owners than the Green Deal, thanks to:

What if I need more finance than I can get through the LIEF scheme.
If you need to borrow more, you can apply for an additional loan through your credit union to add to your LIEF loan.
For example, your gas installation might cost £7,500, you have been given a grant for £2,000.00 and you only have £1,500.00 in savings. You might then be able to borrow £3,000 out of the LIEF fund, and £1000.00 through a new credit union account.
Your personal credit union loan would be charged at a commercial rate of interest, although this would still be very good value.
If this is the case, let us know and we will put you in contact with your local credit union about a potential further loan (Always shop around when looking for finance, for the best rates available).
Is the LIEF loan secured against my property?
No. A LIEF loan a personal loan to you.
Flintshire County Council will take out a land charge against your property for the duration of the loan. This will merely notify them if your property is sold. You (and any other owners of the property) must agree to this condition.
If I sell my home do I have to repay my LIEF Loan.
Yes. You will normally be expected to pay up in full out of the proceedings of any sale.
What if I take out a LIEF loan but then run into difficulties?
Robert Owen Community Banking is a responsible lender. We will work with you to ensure that any loan you take out is affordable to you.
If you get a loan and your circumstances change, we will look at how we can reschedule your loan to help you. This would be free of charge.
What if I refuse to repay my Loan?
The money that you will be borrowing originates from public funds. Where loans are persistently in default, we will take legal proceedings to ensure that all outstanding monies are returned.
